[Program Name] DHS ITP Technical Evaluation and Design (TED) Team  Market Research

On behalf of the [Department of Homeland Security\'s (DHS\'s) Insider Threat Program  (ITP)], (Agency) is conducting market research to understand capabilities related to  providing the below requirement. 

Scope:  The ITP requires an experienced team of subject matter experts (SMEs) with detailed  knowledge of enterprise architecture and designing a data dictionary based on DHS policy.  This data dictionary will normalize data from components to be ingested, categorized,  analyzed and stored based on the National Archives and Records Administration (NARA)  Guidelines for insider threat administrative and operations records, insider threat inquiry  records, insider threat information, insider threat user activity monitoring (UAM) data in  consultation with the government. The team members must be able to:
1) review the  current ITP technical architecture,
2) provide support to the DHS PARM/JRC process,
3)  define an industry standard data dictionary to address the DHS Insider Threat Sharing  Guide 262-05-002-01,
4) propose technical requirements for a High-Level UAM and UBA  Enterprise Solution that will correlate data to identify insider threats based on the ITP core  pillars. All data will reside on the classified network and approximately six months of rolling  data residing on the SBU network. These technical requirements will be used by an  Enterprise Solutions Delivery team to build the proposed solution.
